For all I know everything i've encountered is little endian - which is pretty logic as it comes from a Windows game. I see 'endianness?' Mentioned somewhere in the document. Is that document something you found somewhere, or something you're writing yourself as a kind of manual? That's great! It overalls the traffic system, adds a lot of new roads/freeways and makes a huge change and a much better change to the game. You will be amazed by what the mods do to make a much better game!
